Head of Project – Inclusive Climate‑Resilient Sanitation (Siargao)

About the role

The Head of Project will provide strategic leadership and technical oversight for the Inclusive Climate‑Resilient Sanitation through Output‑Based Aid with Blended Finance (OBA‑BF) Facility in Siargao. Reporting to senior management, you will be responsible for designing, establishing and operationalising the blended‑finance vehicle and delivering the Stage 2 proof‑of‑concept within a 24‑month implementation window.

Key responsibilities

• Lead the design, set‑up and operationalisation of the OBA‑BF facility.
• Structure the blended‑finance package and ensure it is investment‑ready.
• Develop and manage partnerships with investors, donors, government agencies and implementing partners.
• Oversee governance, impact‑management and compliance with donor and national regulations.
• Coordinate institutional stakeholders to achieve project milestones and deliver the proof‑of‑concept.
• Monitor financial performance, risk and reporting throughout the project lifecycle.

Required profile

• Filipino national (mandatory).
• Minimum five years of experience in project management, preferably in blended‑finance or climate‑resilient sanitation initiatives.
• Demonstrated ability to lead multi‑stakeholder teams and manage complex financial structures.
• Strong knowledge of donor requirements and Philippine national policies related to sanitation and climate adaptation.
