Counsel – Sovereign Operations (Legal)

About the role

The Asian Development Bank is seeking a qualified Counsel to join its Office of the General Counsel in Manila. The role focuses on legal support for sovereign operations across the Asia‑Pacific region, contributing to the Bank’s mission of poverty reduction and sustainable development.

Key responsibilities

• Provide legal advice and support for the origination, processing, and administration of loan and technical assistance projects in sovereign operations.
• Review financing structures, draft and negotiate legal agreements, conduct due diligence, and oversee procurement and project administration.
• Support the Law and Policy Reform Program, including climate change, gender equity, digital economy, and anti‑money laundering initiatives.
• Monitor global regulatory changes affecting climate‑related activities and prepare knowledge papers.
• Lead and mentor junior staff, ensuring clear guidance, performance monitoring, and professional development.

Required profile

• University degree in Law with admission to practice in an ADB member country.
• Relevant experience in sovereign financing, loan documentation, and international development law.
• Demonstrated ability to work in a multicultural environment and manage stakeholder consultations.

Required skills

• Understanding of financing structures and procurement regulations.
