Climate Mobility Research Consultant

About the role

The International Organization for Migration (IOM) Philippines is seeking a National Consultant to lead a scoping and evidence‑mapping study on the relationship between slow‑onset climate stressors and human mobility. The consultant will examine how gradual environmental changes influence migration patterns and identify gaps for adaptation planning.

Key responsibilities

• Conduct a comprehensive literature review and map existing evidence on slow‑onset climate impacts and mobility in the Philippines.
• Develop and apply an analytical framework that links climate stressors with exposure, vulnerability, livelihoods and adaptation capacity.
• Identify emerging mobility trends, evidence gaps, and policy implications for climate‑mobility governance.
• Prepare a detailed report with findings, recommendations and actionable guidance for IOM and national stakeholders.
• Coordinate with government agencies, NGOs, academic institutions and other partners to validate findings and ensure relevance.

Required profile

• Advanced university degree (Master’s or PhD) in climate science, migration studies, geography, environmental studies or a related discipline.
• Proven experience conducting research, evidence mapping or systematic reviews on climate impacts and human mobility.
• Familiarity with the Philippines’ climate‑vulnerable contexts and migration dynamics.
• Strong analytical, writing and presentation skills.
• Ability to work independently and collaborate with diverse stakeholders.
