Purchasing Manager – Telecom Procurement (Southeast Asia)

About the role

The Overseas Procurement Manager will be based in Manila and act as the regional lead for acquiring carrier resources, negotiating commercial terms, and managing telecom partnerships across the Philippines and Southeast Asia. This position is critical for securing SMS and voice routes that support the company’s high‑volume, cloud‑based communication platform.

Key responsibilities

• Identify, develop, and onboard telecom operators, wholesalers, and aggregators across Southeast Asia for SMS and voice communication resources.
• Lead commercial negotiations to obtain competitive pricing and optimise procurement costs.
• Build and maintain long‑term relationships with carrier partners and key stakeholders.
• Oversee the full procurement lifecycle, including sourcing, technical coordination, contract management, pricing adjustments, and performance evaluation.
• Monitor market trends, pricing movements, and regulatory developments in regional telecom markets.
• Collaborate with technical and operational teams to resolve route delivery issues, traffic disruptions, and quality concerns.
• Ensure compliance with regional telecommunications regulations and anti‑spam policies.
• Prepare operational reports, procurement analysis, and market intelligence updates for management.

Required profile

• Proven experience in telecom procurement, carrier negotiations, and partnership management.
• Strong understanding of SMS and voice routing, CPaaS ecosystems, and regional market dynamics.
• Ability to work independently, make data‑driven decisions, and influence senior stakeholders.
• Excellent communication and relationship‑building skills.
