Procurement Officer

About the role

Catholic Relief Services is seeking a proactive, values‑driven Procurement Officer to support programs across the Philippines and the Federated States of Micronesia. The role involves coordinating procurement processes, ensuring compliance with CRS policies, donor requirements and local regulations, and delivering cost‑effective support to field operations.

Key responsibilities

• Coordinate procurement systems, assess effectiveness, recommend improvements and ensure compliance with CRS principles, donor regulations and local statutory requirements.
• Develop and maintain procurement plans with program teams, providing pricing information for budget preparation.
• Facilitate sourcing activities including market assessments, price monitoring, supplier evaluation, transparent bidding, negotiation, quality assurance and contract preparation.
• Track delivery of goods and services, verify specifications, quantities and quality, and maintain accurate procurement records and reports.

Required profile

• Bachelor’s degree in Management, Business Administration, Supply Chain Management, Logistics or related field.
• Minimum three years of professional experience in procurement, purchasing, logistics or administration, preferably with an international NGO.
• Good knowledge of donor procurement regulations (e.g., USG, FCDO, UN) and local market conditions.
