One Health SOP Review & Harmonization Consultant (Philippines)

About the role

PATH, a global nonprofit focused on health equity, is seeking a Philippine‑national consultant to lead a comprehensive review and harmonization of One Health standard operating procedures (SOPs) for zoonotic disease outbreak investigation and response. The assignment supports the U.S. Department of State‑funded STRIDES program and will involve close collaboration with the Department of Health, Department of Agriculture–Bureau of Animal Industry, DENR and the Philippine Inter‑Agency Committee on Zoonoses.

Key responsibilities

• Conduct an inception meeting, review project documents and deliver an inception report outlining methodology, SOP mapping framework and workplan.
• Collect, catalogue and map existing SOPs, guidelines and policies from human and animal health agencies, including regional offices.
• Identify overlaps, gaps and inconsistencies across SOPs and produce a detailed inventory and mapping matrix.
• Develop recommendations to harmonize SOPs and draft new joint SOPs, protocols or operational frameworks where gaps exist.
• Provide technical input and facilitation support for a multisectoral SOP harmonization workshop.

Required profile

• Philippine nationality with proven experience in One Health, zoonotic disease surveillance, or related public health programs.
• Demonstrated ability to work with multisectoral government agencies and international partners.
• Strong analytical and report‑writing skills, with experience producing technical reports and mapping documents.

Required skills

• Expertise in reviewing and drafting SOPs, protocols and operational frameworks.
• Familiarity with zoonotic disease outbreak investigation, risk assessment and joint surveillance systems.
• Facilitation and workshop coordination skills.
