Program Portfolio Manager – Inclusive and Gender Transformative Health

About the role

The Program Portfolio Manager provides strategic leadership and technical oversight for a countrywide portfolio covering Sexual and Reproductive Health and Rights, Nutrition, and WASH, ensuring programs are evidence‑based and aligned with Plan International Philippines’ strategy.

Key responsibilities

• Lead design and delivery of inclusive, gender‑transformative health, SRHR, Nutrition, and WASH projects.
• Provide direct management and technical guidance to Project Managers and Coordinators.
• Support annual planning, budgeting, and accurate costing of program and support staff.
• Drive business development and local resource mobilisation, including proposal development and partnership building.
• Participate in program reviews, MERL processes, and emergency response programming.
• Identify, develop, and manage strategic partnerships, ensuring compliance and safeguarding.
• Lead multi‑location project teams, fostering an inclusive and diverse work environment.

Required profile

• Master’s degree (preferred) with 5–7 years of development sector experience or equivalent combination of education and experience.
• Strong background in program design, management, budgeting, and managing large or consortium‑based projects.
• Proven experience leading teams, remote locations, and community‑based partners.
• Willingness to be deployed on short notice for emergency response.
