In-House Counsel – Government and Public Sector Matters

About the role

Join the Core Business Services team as an In‑House Counsel focused on government and public‑sector procurement. You will support SGV & Co.’s operations by ensuring compliance with procurement laws and managing legal risk throughout the procurement lifecycle.

Key responsibilities

• Provide legal advice on government and public‑sector procurement transactions, ensuring compliance with laws such as RA 9184.
• Draft, review, and negotiate procurement contracts, bid documents, and terms of reference.
• Advise management, Bids and Awards Committees, and end‑user units on legal and procedural aspects of public procurement.
• Conduct legal reviews of bidding processes, eligibility, post‑qualification, and contract implementation.
• Handle procurement‑related disputes, bid protests, blacklisting, termination cases, and represent the organization in administrative proceedings.
• Identify legal and contractual risks and recommend mitigation measures.
• Develop and update procurement policies, templates, and internal guidelines.
• Coordinate with auditors, regulators, and oversight agencies and support contract close‑out documentation.

Required profile

• Philippine lawyer with at least 2 years of experience in government procurement or public‑sector contracts.
• Experience advising or working with government agencies, LGUs, GOCCs, or entities engaged in public bidding.
• Exposure to procurement audits, compliance, or disputes is an advantage.
