Health Specialist

About the role

Plan International Pilipinas is implementing a multi-year health project aimed at strengthening local health systems and improving access to quality, inclusive and responsive health services for vulnerable communities. The Health Specialist provides overall technical oversight to project implementation, develops and guides evidence-based health systems strengthening strategies, and works closely with government stakeholders, implementing partners and local communities. The role is project-based until February 2029, based in Makati City with frequent travel to project sites, reporting to the Project Manager.

Key responsibilities

• Analyze data, trends and contextual information to inform program strategies and technical approaches.
• Provide technical guidance on the design, implementation and continuous improvement of program interventions, ensuring they are evidence-based and aligned with program objectives.
• Contribute to planning, implementation, monitoring, quality assurance and documentation, including preparing technical papers, briefs and inputs for communications, and reviewing project reports before submission.
• Document lessons learned and share knowledge across partners.
• Build relationships with stakeholders and partners, take part in meetings, consultations and workshops, and give technical advice to promote effective implementation.
• Make regular field visits to provide technical assistance and monitor progress, and identify competency gaps to support capacity building.

Required profile

• Bachelor's degree in Public Health, Health Policy, Health Management or a related discipline; a Master's degree is an advantage.
• Minimum of 4-5 years of relevant experience in public health, health systems, development programming or related fields.
• Demonstrated experience designing, implementing, monitoring and evaluating programs, and working with government institutions, development organizations, civil society groups, communities and private sector partners.
• Experience providing technical assistance, capacity strengthening and program quality support.
• Knowledge of health systems, social development, governance or related sectors is an advantage.

Required skills

• Strong understanding of public health, health systems, community development, program management and inclusive development approaches.
• Familiarity with safeguarding, protection, gender equality and rights-based approaches.
• Proficiency in MS Office and Canva.
• Strong written and verbal communication, negotiation and coordination skills.
• Able to work independently and collaboratively, train local staff and work in community settings using participatory approaches.
