Talent Development Officer – Learning & Development

About the role

We are seeking a Talent Development Officer to lead the planning and delivery of learning initiatives that enhance employee capabilities and drive business performance. The role will focus on identifying skill gaps, designing targeted programs, and ensuring effective rollout across various employee groups.

Key responsibilities

• Assess capability and development needs of assigned teams in line with business priorities.
• Conduct structured learning needs analyses and translate insights into actionable development plans.
• Develop and manage annual training plans, schedules, and budgets for assigned groups.
• Tailor learning programs to address varying employee needs, roles, and levels.
• Partner with HR and business leaders to align training initiatives with operational goals.
• Design and adapt learning solutions using established frameworks, standards, and best practices.
• Coordinate with internal and external stakeholders to deliver effective learning programs.
• Maintain quality standards for training delivery and support accreditation of training partners.
• Facilitate engaging, inclusive learning experiences that promote participation and retention.

Required profile

• Bachelor’s degree in Human Resources, Psychology, Education, Business, or a related field.
• At least 3 years of experience in L&D, talent development, or HR with exposure to training functions.
• Hands‑on experience in learning needs analysis, program design, facilitation, and evaluation.
• Strong project coordination and stakeholder management skills.
• Excellent communication and facilitation abilities.
• Comfortable working in a fast‑paced, collaborative environment.
• Experience with external training providers or shared services is an advantage.
• Willingness to work in a hybrid setup based in Ortigas, Pasig.
