Senior Specialist, MEAL – TCIS

About the role

The Senior Specialist, MEAL provides senior technical MEAL expertise and support to the Terwilliger Center for Innovation in Shelter (TCIS) projects across Southeast Asia. The role ensures organisational standards, indicators, systems and practices are consistently applied and that evidence informs programme improvement and learning.

Key responsibilities

• Lead the technical development of theories of change, results frameworks, MEAL plans, indicators and measurement approaches for projects and programmes.
• Provide senior technical MEAL support, coaching and guidance across assigned projects, promoting consistency across countries and programmes.
• Collaborate with programme teams to integrate MEAL requirements into project management, reporting and organisational systems.
• Develop and review monitoring, data‑collection, reporting and data‑quality approaches, ensuring reliable programme evidence.
• Design and lead internal evaluations, assessments and applied research, and contribute technical inputs to external evaluations.
• Analyse evidence across projects to identify trends, risks and learning, translating findings into practical recommendations.

Required profile

• Bachelor’s degree in international development, social sciences, economics, statistics, monitoring and evaluation or related field; postgraduate qualification preferred.
• 5+ years of progressive MEAL experience, including technical work across multiple countries or complex regional programmes.
• Demonstrated experience developing theories of change, results frameworks, indicators and MEAL plans, and applying qualitative and quantitative monitoring, research and evaluation methods.
• Strong analytical, project management, facilitation and communication skills.

Required skills

• Proficiency with Excel.
• Experience using Power BI or Tableau for data analysis and visualisation.
