National Accounting Officer (Global Financial Reporting)

About the role

The National Accounting Officer (VN 102/2026) works in Manila under the direct supervision of the Chief, Manila Institutional Financial Services, and coordinates closely with the Chief of Accounting in the Financial Accounting Division at Headquarters. The officer manages and oversees the team's function covering global financial reporting and consolidation, period-end closing, accounting adjustments and financial reconciliations.

Key responsibilities

• Prepare, review and consolidate schedules, notes and appendices for IOM's global financial reports, including periodic management reports, annual financial statements and other corporate reporting, applying IPSAS and IOM policies.
• Validate and integrate financial reporting inputs from accounting units, resolve inconsistencies and produce consistent consolidated financial information.
• Analyse significant account movements and unusual balances, establish root causes and recommend corrective actions with accounting units.
• Lead the team's monthly, quarterly and year-end central closing in Oracle Fusion/WAVE, applying IPSAS and closing calendars.
• Coordinate the opening and closing of accounting modules, anticipate closing blockers and drive timely resolution of issues.
• Oversee central accounting adjustments and period-end entries, and manage year-end transition activities such as carrying over the Statement of Financial Performance to retained earnings.
• Maintain controls over the financial close and oversee reconciliation of subledger balances to general ledger balances.

Required profile

• Master's degree in Finance, Accounting or a relevant field with five years of relevant experience, or a university degree with seven years of relevant experience.
• Minimum seven years of relevant accounting, finance, budgeting or audit experience; CPA or equivalent is an advantage.
• Demonstrated supervisory or managerial experience.

Required skills

• Preparation of complex annual and management reports.
• Knowledge of Oracle Fusion and IPSAS, business risk controls and audit procedures.
• Proficiency in MS Office; Oracle Fusion certification is an advantage.
