International Consultant – Special Initiative for Mental Health (SIMH)

About the role

The World Health Organization Western Pacific Regional Office is seeking an International Consultant to support the implementation of the Special Initiative for Mental Health (SIMH) across the region. The consultant will provide coordination, documentation, and technical support for regional and country‑level activities, ensuring effective delivery of the initiative.

Key responsibilities

• Compile country inputs, organise implementation data and produce a structured tracking file for SIMH activities.
• Analyse compiled data and draft a regional synthesis report summarising progress, results, challenges and lessons learned.
• Prepare technical inputs (briefing notes, summaries, guidance) for the Philippines and Cambodia and produce mission reports or technical briefs.
• Draft the agenda for the SIMH Regional Learning and Exchange Meeting, prepare background materials, capture session notes and produce a final WHO‑standard meeting report.
• Develop three to five technical products (briefs, concept notes, summaries) based on programme activities and consultations.
• Prepare monthly progress reports and a final consultancy report documenting achievements, lessons learned and recommendations.

Required profile

• Proven experience in public health or mental health systems, preferably with multi‑country initiatives.
• Familiarity with WHO processes and documentation standards.
• Strong analytical and report‑writing abilities.
• Ability to work independently and coordinate with diverse stakeholders.
