About the role

The Human Resources Associate – Labor Relations will lead the design and implementation of labor‑relations programs, employee discipline frameworks, and organizational restructuring initiatives for the Operations & Maintenance (O&M) unit of the MRT7 project. The role ensures legal compliance, mitigates risk, and promotes a culture of safety and integrity across all departments.

Key responsibilities

  • Design and maintain a specialized Labor Relations Manual for O&M, translating corporate rules into department‑specific disciplinary criteria.
  • Develop and execute strategies for organizational restructuring, labor‑relations programs, and employee discipline initiatives.
  • Conduct and lead administrative investigations for high‑profile cases, ensuring due process and legal defensibility.
  • Review termination cases before confirmation by the SMHC HR Labor Relations Manager and final approval by the General Manager.
  • Provide expert legal advice on labor matters in strict accordance with the Philippine Labor Code and DOLE regulations.
  • Serve as primary liaison with NLRC, DOLE, labor federations, and other regulatory bodies.
  • Monitor contractors and third‑party service providers for 100% compliance with General Labor Standards (GLS) and Occupational Safety and Health (OSH) requirements.
  • Lead the preparation and submission of statutory compliance reports.
  • Coordinate with the SMHC HR Labor Relations Unit and the SMC Infrastructure Safety Council to align local initiatives with corporate mandates and improve safety programs.

Required profile

  • Strong knowledge of the Philippine Labor Code and DOLE regulations.
  • Experience conducting administrative investigations and handling termination cases.
  • Proven ability to liaise with NLRC, DOLE, labor federations, and other regulatory agencies.
  • Expertise in monitoring compliance with General Labor Standards and Occupational Safety and Health standards.
  • Excellent analytical and legal reasoning skills.
