Country Human Resources Manager

About the role

ACCIONA’s Infrastructure division is seeking a Country Human Resources Manager to lead HR strategy and operations across the Philippines and Southeast Asia. You will partner with global corporate HR teams and local stakeholders to shape people policies, drive talent initiatives, and support the company’s growth objectives.

Key responsibilities

• Collaborate with global HR to design and implement Southeast Asia HR strategies and policies.
• Define and oversee recruitment, total compensation, performance planning, training, and talent development frameworks.
• Implement the Bonus Plan System and advise the Country Director on compensation matters.
• Develop corporate culture initiatives that align with ACCIONA’s vision for the region.
• Ensure payroll accuracy, statutory compliance, and immigration requirements for local and expatriate staff.
• Make high‑impact decisions on employment terms and conditions.
• Identify and develop key talent, manage internal mobility, and support strategic workforce planning.
• Monitor HR system integrity across Southeast Asia operations and recommend compensation adjustments.

Required profile

• Bachelor’s degree in Business or Human Resource Management; MBA or master’s with HR focus preferred.
• At least 8 years of HR experience, including 5 years in international HR.
• Fluent in English; Spanish knowledge is a plus.
• Proven expertise in business planning, corporate culture, and leadership development.
• Ability to travel as required.
