About the role
The BERDP 2035 Consultant will support the Ministry of Basic, Higher, and Technical Education (MBHTE) in operationalising the Bangsamoro Education Reform and Development Plan (BERDP) 2035. Based in Cotabato City, the role involves close collaboration with UNICEF, UNESCO and local education partners to address identified gaps in data, monitoring, finance and coordination.
Key responsibilities
- Analyse and update the situational education data to reflect current realities in BARMM.
- Complete the Monitoring and Evaluation framework by defining baselines and targets.
- Review and revise the financial framework to align with the latest sector performance and resource availability.
- Design and facilitate coordination mechanisms across regional and division levels for plan implementation.
- Provide technical guidance and capacity‑building support to MBHTE staff and partners.
Required profile
- Relevant advanced degree in Education, Development Studies, Public Policy or a related field.
- Experience working on large‑scale education reform or development programmes, preferably in conflict‑affected settings.
- Demonstrated ability to work with government agencies, UN partners and civil society.
- Strong analytical and report‑writing skills.
