Procurement Officer

About the role

Catholic Relief Services is seeking a proactive Procurement Officer to support its humanitarian programmes in the Philippines and the Federated States of Micronesia. The role ensures that goods and services are sourced transparently, cost‑effectively, and in full compliance with CRS policies, donor requirements, and local regulations.

Key responsibilities

• Coordinate procurement systems and operating procedures, ensuring compliance with CRS procurement principles and donor regulations.
• Develop and maintain up‑to‑date procurement plans with program and operations teams, covering quantity, quality, and delivery requirements.
• Conduct market assessments, price monitoring, and supplier evaluations to achieve best value for money.
• Manage transparent bidding, vendor selection, negotiation, and contract award processes.
• Oversee contract management, quality assurance, and timely delivery of goods and services.
• Provide pricing information for budget preparation and support Cash and Voucher Assistance (CVA) activities.
• Maintain accurate procurement records and produce regular compliance reports.

Required profile

• Familiarity with donor requirements, local statutory regulations, and CRS policies.
• Ability to coordinate across multiple program and operations teams.
