Senior Technical Specialist – Evidence-Based Public Health Messaging and Community Engagement

About the role

The Senior Technical Specialist – Evidence‑Based Public Health Messaging and Community Engagement (EMCE) will lead the design, implementation and monitoring of communication and engagement activities that support epidemic control and health security across the Philippines.

Key responsibilities

• Develop and operationalize EMCE strategies at national, regional and local levels.
• Integrate communication interventions with surveillance, laboratory and rapid response systems.
• Manage infodemic risks, conduct social listening and ensure rapid message dissemination.
• Establish two‑way feedback loops with communities to enable timely action during outbreaks.
• Collaborate with DOH bureaus, PHEOCs, LGUs and sub‑award partners to embed EMCE within the EpiC GHS workplan.
• Support planning, technical implementation, learning and reporting across EMCE workstreams.

Required profile

• Senior‑level experience in public health communication and community engagement.
• Demonstrated ability to work with government health agencies and multi‑sectoral partners.
• Strong understanding of national health security frameworks and epidemic control priorities.
