Purchasing Manager – Telecom Procurement (Manila)

About the role

The Overseas Procurement Manager will lead carrier resource acquisition, commercial negotiation and cost optimisation for SMS and voice routes across the Philippines and Southeast Asia. Based in Manila, the role requires independent management of strategic relationships with telecom operators, aggregators and wholesale providers within a fast‑paced cloud communications environment.

Key responsibilities

• Identify, develop and onboard telecom operators, wholesalers and aggregators across Southeast Asia for SMS and voice communication resources.
• Lead commercial negotiations to secure competitive pricing structures and optimise procurement costs.
• Build and maintain long‑term relationships with carrier partners and key stakeholders.
• Oversee the full procurement lifecycle, including sourcing, technical coordination, contract management, pricing adjustments and performance evaluation.
• Monitor market trends, pricing movements and regulatory developments in regional telecom markets.
• Coordinate with technical and operational teams to resolve route delivery issues, traffic disruptions and quality concerns.
• Ensure compliance with regional telecommunications regulations and anti‑spam policies.
• Support cross‑border operational initiatives and regional business expansion strategies.
• Prepare operational reports, procurement analysis and market intelligence updates for management review.

Required profile

• Proven experience in telecom procurement, carrier partnership management or related commercial roles.
• Strong understanding of Southeast Asian telecommunications markets and regulatory environments.
• Ability to work independently and manage multiple stakeholder relationships.
• Excellent analytical and reporting skills.
