- Facilitate stakeholder engagement and interagency coordination with GPH stakeholders (DOH and DILG) and U.S. Government personnel, organize meetings and track risks, issues, permits and licenses.
- Coordinate the VAT-exemption and customs process, including the USG assistance-implementing certificate letter and the Tax Exemption Indorsement.
- Obtain and maintain permits and licenses, and track progress against the permits matrix.
- Own document control for all project deliverables (CDRLs), including configuration and version control, submission logs and audit-ready records, and safeguard controlled and confidential information.
- In coordination with the Logistics/Procurement lead, support property accountability, the quarterly Master Government Property List, the LTDD report and Transfer of Property packages.
- Monitor compliance with the Cybersecurity Standards and Best Practices Report (CDRL A007) developed by a cybersecurity subcontractor, and escalate issues to the Project Manager.
Required profile
- Bachelor's degree required; a Master's in Cybersecurity (completed or in progress), preferably with a governance and risk management focus, is strongly preferred.
- At least four years of experience in project coordination/management support, stakeholder engagement and/or document control on complex, donor- or USG-funded projects; experience with CBRN or similar security programs strongly preferred.
- Demonstrated stakeholder engagement and interagency/government coordination experience.
- Familiarity with tax-exemption/customs coordination and government property accountability (MGPL, TOP, LTDD, PIEE) is a plus.
- Ability to read, write and communicate effectively in English, and authorization to work in the host country.
Required skills
- Strong documentation and technical-writing skills.
- Proficiency in Microsoft Office and records/knowledge-management and collaboration tools.
- Knowledge of cybersecurity governance, risk and compliance frameworks (e.g., NIST SP 800 series, ISO/IEC 27000 series) is helpful; the role is coordination and monitoring, with technical security work done by the subcontractor.
