Monitoring, Evaluation, Research and Learning Officer (CAAT 3 Project)

About the role

Plan International Pilipinas, a girl-centered, community-focused NGO serving the Philippines, is looking for a Monitoring, Evaluation, Research and Learning (MERL) Officer for a multi-year CAAT 3 project on human trafficking, online sexual abuse and exploitation of children, and child, early and forced marriages and unions. The role is based in Tacloban City with field work as needed, reports to the Project Manager, and is project-based until September 2029.

Key responsibilities

• Lead project monitoring, evaluation and learning activities across implementation areas.
• Conduct baseline, midline and endline studies, assessments and data collection.
• Track project progress and ensure activities align with agreed targets and results.
• Manage project data, maintain databases and ensure accurate, timely reporting.
• Prepare and consolidate reports for donors, partners and project leadership.
• Facilitate learning reviews and recommend improvements based on findings and feedback.
• Build the capacity of staff and partners on monitoring, evaluation, research and learning processes.

Required profile

• Degree in Social Sciences, Statistics, Social Work, Community Development or a related field.
• At least 5 years of experience in development work.
• At least 3 years of experience in research, monitoring and evaluation, project planning or community development programs.
• Experience designing and implementing assessments, surveys and research studies.
• Experience working with NGOs, communities, local governments and development partners.
• Familiarity with participatory, gender-responsive and child-centered approaches is an advantage.
