Program Officer – AP Manila

About the role

The Program Officer represents World Vision Development Foundation (WVDF) in a municipality or city, ensuring high‑quality, timely, and effective implementation of technical programs. The role involves integrating, contextualising, monitoring and reporting on interventions in partnership with community‑based organisations, local government, churches, schools and other stakeholders.

Key responsibilities

• Identify and coordinate primary implementing partners for technical programs and secure Community Shared Plans or Partnership Agreements.
• Prepare and submit a detailed annual implementation plan aligned with the Area Program, tracking weekly and monthly progress against targets and budget utilisation.
• Collaborate with government partners and Barangay Councils for the Protection of Children to ensure child‑wellbeing issues are addressed promptly.
• Organise and facilitate training for local agencies, institutions or companies on project models and interventions.
• Partner with churches and faith‑based organisations to integrate spiritual nurture activities and values formation.
• Resolve issues affecting child wellbeing and programme delivery within the assigned area.
• Integrate sponsorship processes with development programming and oversee related activities.
• Lead coordination of PNS/Grants projects, manage donor engagements and coordinate sponsor visits.

Required profile

• Experience in managing development or humanitarian programmes, preferably in child‑focused initiatives.
• Proven ability to work collaboratively with local government, NGOs, CBOs and faith‑based organisations.
• Strong coordination and planning skills, with capacity to develop and monitor implementation plans.
• Willingness to participate in emergency response teams when required.
• Excellent communication skills and ability to resolve programme‑related challenges.
