National Project Officer – Climate Action (Philippines)

About the role

The International Organization for Migration (IOM) is seeking a National Project Officer to lead the climate‑action component of a flagship project in the Philippines. Reporting to the Head of Programmes, the officer will ensure alignment with government priorities and donor requirements while fostering partnerships across sectors.

Key responsibilities

• Coordinate and monitor operational, administrative and financial aspects of the project in line with IOM policies and donor guidelines.
• Develop, adjust and implement work plans, budgets, M&E tools and standard operating procedures.
• Lead data‑driven research initiatives on climate change and human mobility, and produce high‑quality reports for donors and stakeholders.
• Maintain liaison with donors, UN agencies, local authorities, government counterparts and civil‑society partners.
• Support the design of new climate‑mobility projects and capacity‑building activities for IOM staff and partners.
• Provide technical assistance to government agencies to strengthen policy and programming on climate‑related migration.

Required profile

• Proven experience in project coordination, preferably in climate change, migration or humanitarian contexts.
• Strong understanding of donor reporting, M&E frameworks and partnership development.
• Excellent analytical and communication skills, with the ability to brief senior management.
