Learning & Development Specialist – APAC (Freelance)

About the role

OLIVER is seeking a freelance Learning & Development Specialist to support its APAC operations from Manila. You will act as a trusted advisor, partnering with cross‑functional teams to identify skill gaps, design talent strategies, and drive a culture of continuous learning and inclusion.

Key responsibilities

• Conduct proactive learning needs analyses and engage with leadership, People Partners, and global L&D teams to align talent development road‑maps.
• Design, implement, and monitor training programs, workshops, and leadership initiatives within budget.
• Develop metrics and monitoring plans to evaluate the impact of learning interventions on performance.
• Manage external vendor relationships and training resources.
• Facilitate OLIVER‑run workshops and support performance management, talent reviews, and succession planning.
• Use data‑driven processes to identify workforce skill gaps and recommend solutions.

Required profile

• Passion for people development, learning, and inclusion.
• Experience collaborating with cross‑functional teams and People Partners.
• Ability to analyse workforce data to uncover skill gaps.
• Strong communication and stakeholder‑management skills.
