International Consultant – AI Governance for Health

About the role

The World Health Organization Western Pacific Regional Office is seeking an International Consultant to support the creation of an expert advisory group on artificial intelligence (AI) in health. The consultant will help design governance structures and operational tools that enable member states to adopt AI responsibly.

Key responsibilities

• Develop a governance framework and Terms of Reference for the AI advisory group.
• Conduct a comparative analysis of at least three existing WHO advisory groups (e.g., SAGE, STAG‑IH, Digital).
• Provide guidance on translating WHO normative frameworks into practical tools for low‑ and middle‑income countries.
• Assist in planning and facilitating the first in‑person expert group meeting.

Required profile

• Proven experience in AI governance, health policy, or related advisory functions.
• Strong understanding of AI applications in health, including safety, bias, privacy, equity and accountability issues.
• Ability to produce clear, WHO‑compliant documentation and analytical reports.
• Excellent communication skills for interaction with member‑state representatives and stakeholders.
