Executive Director III – Senior Leadership Role

About the role

The Construction Industry Authority of the Philippines (CIAP) seeks an Executive Director III to provide strategic leadership and oversee high‑level operations within the agency. This senior position reports directly to top management and plays a pivotal role in shaping construction policy and regulatory frameworks.

Key responsibilities

• Lead and manage departmental functions, ensuring alignment with CIAP’s mission and national construction standards.
• Develop and implement strategic plans, policies, and programs that enhance industry compliance and safety.
• Supervise and mentor senior staff, fostering a culture of continuous improvement and professional development.
• Coordinate with government agencies, industry stakeholders, and international partners on major projects and initiatives.
• Oversee budgeting, resource allocation, and performance monitoring to achieve organizational goals.

Required profile

• Master’s degree or Certificate in Leadership and Management from the Civil Service Commission (CSC).
• At least five (5) years of supervisory or management experience.
• Completion of 120 hours of supervisory/management training or learning‑and‑development interventions.
• Eligibility as a CS Professional or Second Level Eligibility.

Required skills

• Strong leadership and decision‑making abilities.
• Excellent knowledge of public sector management and construction industry regulations.
• Proven capability in strategic planning and policy formulation.
