Director, Program Implementation

About the role

Rare is seeking a Director, Program Implementation to provide strategic leadership for its Fish Forever Philippines portfolio. Based in Cebu or Manila, the role oversees end‑to‑end program delivery, ensuring high‑impact outcomes and sustainability.

Key responsibilities

• Define program strategy, goals, work plans, budgets and resources in line with the Fish Forever country strategy.
• Manage the full program cycle—from planning and implementation to monitoring, evaluation and reporting.
• Guide Program Implementation Managers, ensuring alignment, efficiency and adherence to timelines and budgets.
• Lead risk assessment, mitigation and corrective actions.
• Identify and cultivate synergies, partnerships and collaborations with stakeholders, donors and sub‑national partners.
• Support resource mobilization and fundraising initiatives.
• Continuously assess program performance to inform strategic decisions.

Required profile

• Proven senior leadership experience in program management within environmental, conservation or development sectors.
• Strong track record of overseeing multi‑disciplinary teams and large budgets.
• Excellent analytical and strategic thinking abilities, with experience in risk management.
• Demonstrated capacity to build and maintain relationships with donors, partners and government entities.
• Experience in resource mobilization and fundraising support.
