Director, Program Implementation

About the role

Rare is seeking a Director of Program Implementation to lead the end‑to‑end management of its Fish Forever Philippines portfolio. Based in Cebu or Manila, the role provides strategic leadership, oversees program managers and ensures high‑impact, sustainable outcomes.

Key responsibilities

• Define program strategy, goals, work plans, budgets and resources aligned with Fish Forever country strategy.
• Manage the full program cycle – planning, implementation, monitoring and evaluation.
• Provide operational guidance to Program Implementation Managers to ensure alignment, efficiency and effectiveness.
• Ensure program execution meets standards, timelines and resource utilization guidelines.
• Support resource mobilization and fundraising initiatives.
• Lead risk assessment, mitigation and corrective actions.
• Continuously assess programs and partnerships to inform strategic decisions.
• Build and strengthen relationships with stakeholders, partners and donors.
• Design innovative partnership and collaboration approaches.

Required profile

• Proven leadership and management experience in multi‑program environments.
• Strong background in fisheries, marine conservation or related environmental sectors.
• Demonstrated ability to oversee budgets and resource allocation.
• Experience in stakeholder engagement and donor relationship management.
• Excellent analytical and strategic thinking skills.
