Associate Strategy & Policy Officer

About the role

The Asian Development Bank is seeking an Associate Strategy and Policy Officer to join its Development Outcomes Division in Manila. In this position you will support operational and economic data analysis, as well as technical assistance (TA) management, contributing to the Bank’s mission of reducing poverty and fostering sustainable development across Asia‑Pacific.

Key responsibilities

• Collect, compile, and regularly update quantitative data on ADB’s operational and organizational performance.
• Conduct statistical analyses (descriptive and inferential) to answer performance questions and produce summary tables.
• Prepare visualizations—charts, graphs, dashboards—to illustrate trends and results.
• Draft inputs for corporate results reports, briefing notes, and other SPDO products.
• Monitor TA implementation, support consultant contracting, payment processing, and results reporting.
• Produce meeting minutes, briefing papers, reports, and background materials for the department and senior management.
• Maintain databases covering a wide range of performance metrics.

Required profile

• Bachelor’s degree in Economics, Statistics, International Development, Management Sciences or a related field.
• Minimum of 5 years of professional experience in TA management and data analysis.
• Proficiency in written and spoken English.
• Experience with ADB’s sovereign or non‑sovereign operations and complex operational datasets.
• Familiarity with ADB’s Consultant Management System and results‑based monitoring and evaluation frameworks.

Required skills

• Knowledge of statistical methods for data analysis.
• Experience with data visualization and dashboard development (e.g., common visualization tools).
• Understanding of monitoring and evaluation (M&E) approaches and logical frameworks.
