AMR Surveillance Assessment Consultant – Global Health

About the role

PATH is seeking an AMR Surveillance Assessment Consultant to conduct a rapid, evidence‑based assessment of antimicrobial resistance (AMR) surveillance and reporting practices in selected provinces of the Philippines. The consultant will translate findings into prioritized, actionable recommendations for strengthening AMR data management and reporting.

Key responsibilities

• Conduct a desk review of national and sub‑national AMR surveillance policies, RITM‑ARSP protocols, DOH‑EB PIDSR guidelines, and existing AMR datasets.
• Perform structured Key Informant Interviews with provincial health offices, public hospital laboratories, Regional Epidemiology and Surveillance Units, and ARSP sentinel sites.
• Assess data workflows from specimen collection through WHONET/LIS entry, RESU consolidation, and PIDSR reporting.
• Evaluate data completeness, timeliness, cross‑platform consistency, and interoperability gaps.
• Develop a gap analysis with root‑cause assessment benchmarked against RITM‑ARSP protocols, CLSI standards, and PIDSR requirements.
• Produce prioritized recommendations for AMR data management, antibiogram development, training, and inter‑facility data review.

Required profile

• Experience conducting public‑health assessments or surveillance evaluations, preferably in antimicrobial resistance.
• Familiarity with Philippine health system structures, including DOH, RITM, and provincial health offices.
• Strong analytical and report‑writing skills to deliver evidence‑based recommendations.
