Project Manager / Estimator (Civil Public Works)

About the role

The Senior Estimator / Senior Project Manager is a key figure in our Civil Public Works division, responsible for both pre‑construction estimating and post‑award project management. The role alternates between preparing accurate bids and leading awarded projects through to near completion.

Key responsibilities

• Review project plans, specifications, and requirements.
• Determine labor, equipment, and material costs; prepare precise quantity take‑offs.
• Develop and submit bid packages, meet with owners pre‑award, and assess project risks.
• Compare and analyze subcontractor and supplier bids; negotiate quotes.
• Manage awarded projects, overseeing schedule, cost, quality, safety, procurement, and contract administration.
• Conduct pre‑construction meetings with clients, owners, and suppliers.

Required profile

• Bachelor's degree in Construction Management or equivalent experience.
• 10+ years of estimating experience on heavy civil, underground, or earthworks projects.
• Proven experience on the contract side of public works projects.
• Strong knowledge of construction costs, engineering principles, and horizontal infrastructure.
• Highly organized, detail‑oriented, and able to multitask under changing demands.
