Project Manager – Construction & Retail Stations

About the role

We are looking for a licensed Engineer to lead construction projects for retail stations and depots across the Philippines. The Project Manager will oversee the full project lifecycle—from design reviews and permitting to construction execution and contractor management—ensuring safety, cost‑effectiveness and timely delivery.

Key responsibilities

• Participate in design stage reviews (HAZOP, site design) and provide constructability inputs.
• Prepare ITB/Scope of Work documents and support bid preparation.
• Assist in permitting to secure licences for site construction.
• Review technical bids and select appropriate contractors.
• Conduct Permit vs IFC drawing reviews and Construction Readiness Reviews.
• Generate and sign‑off Bar Chart and Resource Loading (BCRL) documents for schedule monitoring.
• Develop site construction plans, method statements, JHA and Permit‑to‑Work packages.
• Manage contractor performance, resource planning, productivity, fatigue, discipline and incentives.
• Monitor daily contractor progress via Viber group and enforce HSSE compliance.
• Issue site instructions and manage change control procedures.

Required profile

• Bachelor’s degree in any Engineering discipline and a valid engineering license.
• Minimum 3 years experience in construction and project site management of retail stations or depots.
• Experience in the petroleum retail industry is a plus.
• Valid driver’s license and willingness to travel nationwide, especially VisMin.
• Residence in or near Cebu City.
• Strong communication, negotiation and stakeholder‑management skills.
• Attention to detail, ability to read construction drawings and commitment to safety.
• Team player capable of working with minimal supervision.

Required skills

• Project management tools: Bar Chart / S‑Curve, PERT/CPM, MS Project.
• Construction drawing interpretation.
• Safety competence; BOSH/COSH training is an advantage.
