Project Estimator – Construction Cost Specialist

About the role

Balanced Engineering & Construction (BEC) is looking for an experienced Project Estimator to join its Subic team. The role supports tender preparation, procurement and project delivery by producing accurate cost estimates, reviewing technical requirements and helping project teams manage cost, schedule and commercial matters.

Key responsibilities

• Prepare detailed cost estimates for construction projects.
• Review contract specifications, drawings and scopes of work, and assist with project feasibility assessments.
• Incorporate historical project data, subcontract costs and productivity analysis into unit rates and labour‑hour calculations.
• Identify cost, programme and construction risks during the tendering process.
• Visit proposed project sites when required to assess and confirm site conditions.
• Obtain and evaluate quotations from material suppliers, equipment providers and subcontractors for tender submissions.
• Support procurement activities in close collaboration with the Purchasing team.
• Assist with project timescales, work programmes and construction planning.
• Prepare financial progress reports and progress claims for submission to clients.
• Liaise with clients and their representatives and attend project‑related meetings.

Required profile

• Degree in Civil Engineering, Mechanical Engineering or a related discipline.
• Minimum of three years’ relevant experience in the construction industry.
• Practical experience in construction estimating, cost planning or quantity surveying.

• Strong numerical, analytical and problem‑solving abilities.
• Ability to prepare clear reports, proposals and tender documentation.
• Organised, accurate and attentive to detail.
