About the role
The International Organization for Migration (IOM) seeks a Research Consultant to support the Department of Migrant Workers (DMW) and other duty bearers in strengthening grievance‑reporting mechanisms for overseas Filipino workers (OFWs). The consultant will map existing state and private‑sector grievance channels, analyse grievance data, and produce policy‑oriented recommendations.
Key responsibilities
- Map state‑based and operational grievance mechanisms in the Philippines, including reporting channels, referral pathways, and case‑management systems.
- Analyse government and non‑government data to identify the most common OFW grievances since 2022, the preferred reporting channels, and barriers to access.
- Document best practices and challenges of private‑sector grievance mechanisms, focusing on Welfare Desk Officers (WEDOs) of private recruitment agencies and licensed manning agencies.
- Present research findings to key stakeholders for validation.
- Prepare a comprehensive report with policy recommendations to improve grievance mechanisms and access to remedies for OFWs.
Required profile
- Relevant academic background in migration studies, public policy, law, or related fields.
- Experience conducting research and producing analytical reports on migration or labor issues.
- Familiarity with Philippine migration governance and private recruitment sector is an advantage.
Required skills
- Strong analytical and data‑interpretation abilities.
- Excellent written and verbal communication in English.
- Ability to engage with government, private sector, and civil‑society stakeholders.
