Senior Human Resources Associate – Migration Health Division

About the role

The International Organization for Migration is seeking a Senior Human Resources Associate for its Migration Health Division (MHD) in Manila. Reporting to the MHD Business Partner (HR) and administratively to the Finance and Administrative Officer, the incumbent will support global MHD, RHAPC and other key stakeholders in delivering HR services.

Key responsibilities

• Coordinate and administer recruitment processes, including drafting Terms of Reference, posting vacancies, screening applications, and managing interview panels.
• Manage pre‑employment activities such as Entry on Duty documentation, medical examinations, insurance enrollment, induction sessions and security briefings.
• Maintain HR records and data in the organizational HR system, ensuring accuracy, eligibility verification for allowances, and timely contract actions.
• Monitor attendance and leave, generate related reports, and guide staff on leave procedures.
• Support performance management, staff development activities, and HR reporting in line with IOM policies.
• Provide guidance to managers and staff on standard HR matters and contribute to continuous improvement of HR workflows.

Required profile

• Proven experience in recruitment coordination and onboarding within an international or multi‑stakeholder environment.
• Strong knowledge of personnel administration, leave and attendance monitoring, and performance management support.
• Ability to maintain accurate HR records, generate reports and ensure compliance with organizational policies.
• Excellent communication and coordination skills to work with headquarters, regional offices and internal units.
