Quantity Surveyor – Infrastructure & Energy Projects

About the role

We are seeking an experienced Quantity Surveyor to lead cost estimation and commercial management for infrastructure and energy projects. The role involves preparing detailed Bills of Quantities, conducting value engineering, and ensuring compliance with contract standards.

Key responsibilities

• Prepare preliminary cost estimates, feasibility studies and cost plans for infrastructure and energy designs.
• Develop Bills of Quantities, technical specifications, schedules of work and cost breakdowns using standard measurement methods.
• Perform quantity take‑offs from drawings, specifications, CAD or BIM models using manual and software tools.
• Conduct value engineering, price forecasting and inflation adjustments for long‑term projects.
• Analyse and verify the arithmetic accuracy, compliance and reasonableness of quantities and rates.
• Ensure compliance with contract conditions (e.g., FIDIC, DPWH, NEC) and advise on cost risks and commercial strategies.
• Prepare detailed unit price analyses and life‑cycle costing for roads, bridges, ports and utilities.
• Utilise quantity surveying software and spreadsheet tools for cost control and reporting.

Required profile

• Bachelor’s degree in Quantity Surveying, Civil Engineering or a related discipline.
• Professional licence or certification (e.g., Registered Engineer) is an advantage.
• Minimum 5 years of relevant experience in infrastructure or building projects.
• Strong knowledge of construction methods, materials and cost estimating for civil, structural, architectural and MEP works.
• Familiarity with standard forms of construction contracts and variation/claims management.

Required skills

• CostX or equivalent quantity surveying software.
• Planswift or similar measurement tools.
• Microsoft Excel for cost analysis and reporting.
• AutoCAD and PDF viewers for drawing review.
• BIM model handling for quantity take‑offs.
• MS Project or Primavera (advantage).
