Birthing Facility Operationalization and Sustainability Consultant

About the role

The International Organization for Migration (IOM) is seeking a consultant to provide strategic technical assistance for the operationalization and long‑term sustainability of birthing facilities in the Bangsamoro Autonomous Region. The role will support the BRIGHT‑BARMM project by ensuring that newly upgraded facilities meet regulatory standards, are financially viable, and can deliver quality maternal and newborn care beyond the project life‑cycle.

Key responsibilities

• Review regulatory, administrative and technical requirements for each facility and develop a compliance roadmap and accreditation readiness plan.
• Assess equipment packages against service delivery needs and national standards, providing advisory reports on alignment.
• Identify compliance gaps, accreditation risks and institutional barriers, and propose mitigation measures.
• Develop strategic guidance on financing, staffing, operations and maintenance to secure long‑term government commitment.
• Facilitate stakeholder dialogues with LGUs, MOH‑BARMM and other partners to integrate facility needs into local health investment plans.

Required profile

• Advanced degree in Public Health, Health Administration, Health Policy, Health Facility Development or a related field.
• Minimum five years of experience in health systems strengthening, health facility management or public health programming.
• Proven experience developing sustainability plans and institutional strengthening initiatives, preferably within the Philippines health sector.
