Technical Advisor, EMCE & BARMM Cluster Team Lead

About the role

FHI 360 is seeking a senior professional to provide technical leadership for Evidence‑Based Public Health Messaging and Community Engagement (EMCE) across the Philippines and to lead the BARMM Cluster team. The role combines strategic oversight of emergency communication systems with hands‑on coordination of the GHS portfolio in the Bangsamoro Autonomous Region in Muslim Mindanao.

Key responsibilities

• Lead the design, implementation and quality assurance of EMCE activities across all EpiC Philippines GHS components and geographies.
• Support the Department of Health, public health emergency operations centre, regional health offices and local partners to build fast, trusted, community‑anchored emergency communication systems.
• Coordinate planning, implementation and monitoring of the GHS portfolio in BARMM, covering surveillance, laboratories, biosafety & biosecurity, infection prevention & control, emergency preparedness and outbreak response.
• Provide overall cluster‑level leadership and coordination for all technical areas implemented in BARMM, working closely with technical leads and field operations teams.

Required profile

• Proven experience in public health emergency communication and community engagement.
• Demonstrated ability to lead multi‑disciplinary teams and coordinate across national, sub‑national and local health authorities.
• Familiarity with the Philippine health security landscape and relevant national strategies.
