HSE Engineer III

About the role

Fluor is seeking an experienced HSE Engineer III to join its Philippines team. You will apply design‑focused health, safety and environment (HSE) practices across multiple projects, ensuring compliance with standards and fostering a safety‑first culture.

Key responsibilities

• Guide junior HSE design personnel and produce deliverables such as hazardous classification schedules, escape‑route layouts, and safety‑sign specifications.
• Develop and review HSE studies, including fire‑hazard analyses, PHA/SIL/LOPA terms of reference, and dispersion/radiation consequence analyses using PHAST.
• Interpret and verify calculations and models prepared by third‑party consultants or vendors.
• Prepare HSE management plans, protection philosophies, ALARP demonstration reports, sustainability and pollution‑control strategies.
• Participate in formal design reviews, facilitate HAZID/HAZOP sessions, and implement Management of Change in design.

Required profile

Required skills

• PHAST software for dispersion and radiation modeling.
• Hazard and Operability Study (HAZOP) facilitation.
• Hazard Identification (HAZID) techniques.
• Process Hazard Analysis (PHA), Safety Integrity Level (SIL) and Layer of Protection Analysis (LOPA) methodology.
• ALARP (As Low As Reasonably Practicable) demonstration.
• Human Factors Engineering (HFE) specifications.
• H2S and toxic‑area layout design.
• Fire‑hazard analysis and safety‑sign layout.
