Change & Release Manager

About the role

The Change & Release Manager will govern and continuously improve Singlife’s change and release processes across technology platforms, applications, infrastructure, and production environments. This role ensures production stability, minimizes service disruption, and guarantees compliance with internal policies, security standards, audit requirements, and regulatory expectations.

Key responsibilities

• Own and maintain the end‑to‑end Change Management framework aligned with ITIL, internal controls, and regulatory expectations.
• Define, enforce, and update Change Management policies, procedures, standards, workflows, templates, and approval requirements.
• Chair the Change Advisory Board (CAB) and Emergency CAB, ensuring proper risk, impact, testing, approval, scheduling, communication, documentation, and audit of all changes.
• Review change requests for completeness, risk, impact, dependencies, rollback readiness, implementation planning, and business alignment.
• Govern emergency changes, ensuring justification, approvals, retrospective review, and post‑implementation reviews.
• Monitor unauthorized, failed, delayed, or poorly documented changes and drive corrective actions.
• Collaborate with IT Operations, Engineering, Information Security, Risk, Compliance, Business Operations, and external technology partners to deliver safe and consistent production changes.
• Drive continuous improvement in change success rate, quality, compliance, and operational resilience.

Required profile

• Proven experience in change and release management within a regulated or highly controlled environment.
• Strong understanding of ITIL change management processes and governance.
• Ability to lead and facilitate CAB meetings and manage cross‑functional stakeholder relationships.
• Analytical mindset with attention to detail and a focus on risk assessment and mitigation.
• Excellent communication skills for documenting, reporting, and presenting change information.
