Social Policy Officer

About the role

The Social Policy Officer will support UNICEF Philippines in implementing social policy and protection initiatives, focusing on governance for children and public finance at regional and local levels. Working on‑site in Cotabato City, the role reports to the Social Policy Specialist and is a full‑time UN Volunteer assignment.

Key responsibilities

• Support implementation of Project CARES activities in coordination with the Ministry of Social Services and Development (MSSD) and the Social Development Committee of BARMM.
• Review technical documents, submissions, and reports from MSSD related to social protection programming, summarising key issues and providing consolidated comments.
• Ensure effective coordination and engagement with regional ministries, local government units, and development partners on social protection, public financial management, and governance for children.
• Monitor implementation status of activities under the Child Nutrition Fund, coordinating with ministries such as Health, Finance, Interior and Local Government, and the Bangsamoro Planning and Development Authority.
• Contribute to preparation of social sector budget and expenditure reviews, policy notes, and advocacy briefs to support evidence‑based dialogues and reforms.
• Assist Mindanao Field Office teams in developing social sector budget and expenditure analyses for key LGUs.
• Provide administrative and coordination support for capacity‑building initiatives, including coaching LGUs on child‑rights‑based public finance and related governance reforms.
• Maintain and regularly update the MFO‑Social Policy SharePoint repositories.

Required profile

• Willingness to work on‑site in Cotabato City.
• Ability to commit to a full‑time schedule for a 12‑month fixed‑term assignment.
