Sectoral Technical Experts & Trainers (Consultancy – Philippines)

About the role

STOOS Consulting is seeking qualified sectoral technical experts, trainers, facilitators, researchers, and consultants based in the Philippines to join its roster for upcoming humanitarian and development assignments. Selected professionals will support projects with UN agencies, INGOs, NGOs, donors, and local partners across the country.

Key responsibilities

• Provide technical expertise and training in sector‑specific areas for humanitarian and development programmes.
• Conduct research, assessments, and data collection to inform project design and implementation.
• Support monitoring, evaluation, and third‑party monitoring activities.
• Facilitate capacity‑building workshops and knowledge‑sharing sessions for local stakeholders.
• Collaborate with project teams, donors, and partners to ensure quality and compliance.

Required profile

• Proven experience as a sectoral expert, trainer, facilitator, researcher or consultant in humanitarian or development contexts.
• Familiarity with UN agencies, INGOs, NGOs, and donor‑driven projects.
• Ability to work independently and as part of multidisciplinary teams.
• Strong communication skills in English; local language proficiency is a plus.

Required skills

• Technical expertise in the applicant’s sector (e.g., health, education, livelihoods, gender, environment, market systems).
• Experience with monitoring, evaluation, accountability, and learning (MEAL) processes.
• Research and assessment methodology knowledge.
• Capacity‑building and training delivery skills.
