National Consultant – Data Specialist (Philippines)

About the role

The WHO Philippines Country Office seeks a National Consultant to provide hands‑on monitoring and evaluation (M&E) and data management support. The consultant will work closely with the WHO M&E team to ensure high‑quality health data is processed, analysed, and visualised for routine monitoring and strategic reporting.

Key responsibilities

• Perform data wrangling, cleaning, validation and quality checks on datasets from DOH, PSA and LGU sources.
• Document metadata, assumptions and develop reproducible workflows and code packages.
• Conduct statistical analyses and simple modelling such as target‑population estimation, time‑series and cohort analysis.
• Produce decision‑friendly visualisations, analytical summaries, reports and methods briefs.
• Develop and implement data quality control mechanisms and frameworks.
• Support routine analysis, update monitoring datasets and prepare tables and summaries for internal use.
• Lead stakeholder consultations to validate findings and draft analytical reports with recommendations on LGU data‑use practices.

Required profile

• Strong background in health data management and M&E.
• Experience handling multiple data sources and ensuring data consistency and quality.
• Ability to translate analytical results into clear, actionable visualisations and reports.
• Excellent written communication for documentation and stakeholder engagement.
