Head of Procurement

About the role

RISE is seeking a Head of Procurement to lead vendor strategy, sourcing and supplier relationships as the company expands its telecom and infrastructure network across the Philippines. Reporting to senior leadership, you will build and run a procurement function that supports fast‑growing network equipment, last‑mile materials, enterprise software and vendor contracts.

Key responsibilities

• Define and own end‑to‑end procurement strategy, including sourcing, negotiation, contracting and supplier performance management.
• Partner with Network Operations, Delivery, IT and Finance to forecast needs and align sourcing with business growth.
• Develop and maintain a vendor management framework with scorecards, review cadences and escalation paths.
• Lead negotiations on pricing, terms and service‑level agreements to secure value without compromising quality or timelines.
• Drive procurement automation and digitisation through e‑procurement platforms and purchase‑order approval workflows.
• Manage procurement budgets, optimise costs across categories and mitigate supply‑chain risks.
• Coach, mentor and expand a team of three procurement professionals, establishing processes, role definitions and career paths.

Required profile

• Proven experience as Head of Procurement or Senior Procurement Manager, preferably in infrastructure or telecom.
• Track record of building or maturing a procurement function, including vendor scorecards and formal SLAs.
• Demonstrated success negotiating vendor pricing, terms and SLAs and managing supplier performance.
• Strong understanding of supply‑chain risk management and market trends in telecom infrastructure.
