Counsel / Senior Counsel – Sovereign Operations

About the role

The Asian Development Bank (ADB) is seeking a Counsel or Senior Counsel to join its Office of the General Counsel in Manila. You will provide legal advice and support for sovereign operations, loan and technical assistance projects, and policy reform initiatives across the Asia‑Pacific region.

Key responsibilities

• Lead legal advice and support for ADB sovereign operations, including loan review, financing structures, agreements, due diligence, negotiations, procurement review, and project administration.
• Support the design and implementation of technical assistance projects under the Law and Policy Reform Program.
• Contribute to policy development on financing, safeguards, financial management, and procurement for sovereign operations.
• Monitor global regulatory changes affecting climate‑related activities and prepare knowledge papers.
• Supervise junior staff, providing guidance, performance monitoring, and development opportunities.

Required profile

• Law degree from an accredited institution.
• Extensive experience in international development finance, sovereign lending, or related legal fields.
• Strong understanding of Asian legal and regulatory environments.
• Excellent analytical, negotiation, and drafting skills.
