Consultant – Endline Study for SHARPER 2

About the role

Oxfam Pilipinas is seeking a qualified consultant to lead the endline study for the second phase of the SHARPER project. The assignment will evaluate the overall performance, outcomes, and disaster‑preparedness indicators across 32 vulnerable communities.

Key responsibilities

• Prepare an inception report (max 10 pages) outlining study rationale, objectives, methodology, draft data‑collection tools, work plan, and data‑protection measures.
• Submit the inception report for ethics and peer review, incorporate feedback, and deliver the final version.
• Conduct the endline fieldwork, data analysis, and drafting of the endline report (max 30 pages, excluding annexes).
• Present key findings, indicator ratings, and analysis of enabling and constraining factors to project partners.
• Ensure compliance with donor rubrics and maintain standardized data across implementation areas.

Required profile

• Philippine national (as specified by Oxfam Pilipinas).
• Proven experience in conducting baseline, midline, or endline evaluations, preferably in disaster risk reduction or humanitarian projects.
• Familiarity with MACP disaster‑preparedness indicators and country‑specific evaluation frameworks.
• Strong analytical and report‑writing skills with ability to meet tight deadlines.
