Construction Management – Quantity Survey Team Leader

About the role

The Quantity Survey Team Leader will oversee all pre‑construction cost management activities, ensuring projects are financially viable and aligned with client objectives. This senior position combines cost analysis, tender management, and team leadership to protect client interests and drive project success.

Key responsibilities

• Review preliminary designs and prepare initial budgetary cost estimates.
• Collaborate with design consultants to update cost estimates and provide cost advice throughout design progression.
• Lead the preparation of accurate Bills of Quantities (BOQ) and related tender documents.
• Develop and finalise tender packages, analyse received bids, and support contract negotiations.
• Supervise the quantity surveying team to deliver cost planning, BOQs, and tender documents on schedule.
• Coordinate with construction management and design teams to align cost strategies.
• Transition finalised cost data to the construction phase team for implementation.

Required profile

• Bachelor’s degree in Civil Engineering, Architecture or a related field.
• Relevant professional certifications (e.g., PRC License, TPICQS).
• Minimum 5 years of experience in quantity surveying, cost estimation and construction cost management, especially in pre‑construction and tender phases.
• In‑depth knowledge of cost estimation techniques, BOQ preparation, tendering, procurement strategies and construction industry standards, regulations and codes.
• Strong analytical, leadership and client‑interaction capabilities.
• Excellent communication, negotiation and presentation skills.
• Proven ability to manage competing priorities, meet tight deadlines and adapt to changing project needs.
