Communications Consultant – Crisis Anticipation & Risk Financing

About the role

Start Network, hosted by Oxfam Pilipinas, is looking for a Communications Consultant to support its Crisis Anticipation and Risk Financing (CARF) team. Working on a monthly retainer, the consultant will create a range of communications and knowledge products that showcase the impact of anticipatory action programmes across the Philippines.

Key responsibilities

• Develop case stories highlighting the implementation of the Start Ready Flood System.
• Produce user‑friendly explainer materials on anticipatory action policies and mechanisms.
• Write articles and press releases for local and national media.
• Design and write a year‑end digital newsletter summarising CARF programme achievements.
• When a system is activated, create short‑form videos (2‑minute reels) or documentary‑style videos (4‑5 minutes).
• Design visibility materials that meet donor communication standards.

Required profile

• Bachelor’s degree in Communications, Journalism, Digital Marketing, or a related field.
• Relevant experience producing communications materials for NGOs or humanitarian programmes.

Required skills

• Strong writing and editing abilities.
• Capability to design visual communication assets.
• Basic video production and editing skills.
• Familiarity with donor‑required communication standards.
