Social Behaviour Change Communication Strategy Consultant

About the role

The International Organization for Migration (IOM) is seeking a consultant to lead the review, refinement and validation of a Social Behaviour Change Communication (SBCC) analysis and to develop a regional SBCC strategy and pilot‑tested communication materials for Safe Motherhood and Adolescent Reproductive Health in the Bangsamoro Autonomous Region. The role combines behavioural analysis, strategy development, material design and pilot testing to support evidence‑based, culturally appropriate health communication.

Key responsibilities

• Review and validate the draft comprehensive SBCC analysis report and the mapping of existing SBCC/IEC materials.
• Finalize the SBCC analysis report, including audience segmentation, priority behaviours, barriers and enablers.
• Prepare a draft regional SBCC strategy in coordination with IOM, MOH‑BARMM and programme focal points.
• Facilitate a two‑day regional consultation workshop to co‑design the strategy and validate findings.
• Co‑design and produce a package of pilot‑tested SBCC communication materials aligned with local standards.

Required profile

• Demonstrated expertise in social and behaviour change communication for health programmes.
• Experience working in humanitarian or conflict‑affected settings, preferably in the Philippines.
• Proven ability to engage government health ministries, local health units and community stakeholders.

Required skills

• Behavioural analysis and audience segmentation.
• Development of communication strategies and culturally appropriate materials.
• Facilitation of multi‑day stakeholder consultation workshops.
