Senior Transport Planning Lead – Manila

About the role

Arup is seeking a Senior Transport Planning Lead to head and expand its Manila Transport Planning practice. The role provides technical leadership and strategic direction for transport planning projects across the Philippines and Southeast Asia, focusing on ADB and World Bank‑funded initiatives.

Key responsibilities

• Lead and manage the Manila Transport Planning team, including resourcing, workload planning and technical oversight.
• Drive business development by applying international best practices, preparing proposals and building strong client relationships.
• Liaise with clients, government agencies and funding institutions as a trusted senior advisor.
• Act as project leader, manager or senior designer on transport infrastructure projects.
• Oversee concept planning, assessment and design of roads, bus systems, rail and development master plans.
• Conduct traffic impact analyses, circulation studies and accessibility schemes for proposed developments.

Required profile

• Bachelor’s degree in Transport Planning, Transport Engineering, Urban Planning, Civil Engineering or related field; Master’s preferred.
• 10‑15 years of experience in traffic and transport planning, including analysis, policy assessment, design and surveys.
• Proven experience leading or contributing to ADB, World Bank or AIIB funded projects, preferably in the Philippines or Southeast Asia.
• Strong desire to grow the Philippines team and support regional initiatives.
• Fluent English; Tagalog is an advantage.
• Willingness to travel domestically and occasionally internationally.
